How Enrollment Works
All Open Enrollment elections will be completed through an American Fidelity enrollment platform. Instructions for using the platform will be shared closer to May and posted on the Open Enrollment page.
❗Please note: Open Enrollment submissions will not be accepted before May 1. Any forms submitted early will be disregarded.
If You Don’t Participate
If you’re currently enrolled in a medical plan and don’t make changes, your existing coverage will continue after July 1 and you will be subject to any plan or rate changes that take effect July 1.
Employees enrolled in Willamette Dental who do not select a new dental plan will automatically be enrolled in Kaiser Dental July 1.
Flexible Spending Accounts do not carry over. You must re‑enroll in an FSA every year to participate in the new plan year starting July 1.
Who Is Eligible
You can participate in May Open Enrollment if you are:
A full‑time or part‑time employee
Retiring or resigning and eligible for benefits after June 30, 2026
Note: This includes licensed employees retiring under the retirement incentive MOU. Active insurance coverage from the 25-26 school year will continue through August 31st. Retirement incentive insurance will take effect September 1, and you may only continue the same coverage in effect as of August 31.
A temporary employee, regardless of rehire status for the following school year, including retirees working under temporary contracts
Classified temporary employees rehired before the start of the 2026–27 school year may reinstate July–August coverage and should participate in Open Enrollment.
A deployable substitute
A retired certified substitute with Early Retiree Insurance
❗Regular certified substitutes are not eligible for May Open Enrollment and will enroll in September.
Please refer to the chart below for an overview of insurance eligibility for the
2025-2026 school year. Employees who remain eligible for insurance after June 30 should review the July 1 plan changes and select coverage that best meets their individual needs during Open Enrollment.

Flexible Spending Accounts (FSA)
Starting July 1, American Fidelity will administer FSAs, and the monthly administrative fee will be eliminated.
You may enroll in the following:
Medical FSA
Dependent Care FSA
Limited Purpose FSA (if also electing a HDHP plan and an HSA)
FSAs are subject to the “use it or lose it” rule. Expenses must be incurred during the plan year (July 1, 2025 - June 30, 2026). You then have 90 days after the end of the plan year (September 28, 2026) to submit claims for those expenses. Any funds remaining after the runout period are forfeited and do not roll over.
To participate, you must submit your FSA election by May 29. Enrollment is required every year.
Required Education for FSA/HSA Plans
Due to the complexity and regulatory requirements associated with HSA-eligible HDHPs and FSAs, employees electing these plans are required to participate in an individual educational meeting (either virtual or in person) with an American Fidelity representative during Open Enrollment. These meetings provide education and explanatory materials related to plan rules, limitations, and eligibility requirements to support informed decision-making. Employees are responsible for understanding plan provisions and ensuring eligibility and compliance before enrolling.
